Risk3 Consulting Limited is the counter-surveillance practice of Alan Jeffries, its founder and principal consultant — a British practitioner who has worked from Hong Kong since 1992, and across Japan and Singapore since 1993. Engagements are led by the principal, not handed to a junior technician.

The counter-surveillance work began in 1992 and has run continuously since: privacy technical audits and bug sweeps of boardrooms, residences, vehicles and deal rooms, under the discipline of Detect, Defeat, Nullify. The travel began a year later — Japan and Singapore from 1993, first for leading American business consultancies, then for a practice instructed in its own name, pausing only for the Covid years.

The practice is independent. Risk3 sells no surveillance or security products and takes no commission or referral inducement; equipment is bought outright, at full price, so a recommendation is never a sales pitch. Countermeasures are delivered by a formally trained practitioner holding current certification in advanced technical surveillance countermeasures, and findings are reported plainly — including when nothing is found.

TSCM — bug sweeping, eavesdropping and hidden-camera detection, privacy technical audits and local technical inspections — is the core service, not an add-on offered alongside guarding or management consulting. It is a small, dedicated team, and it is called on to advise at senior level for banks, hedge funds, private equity and venture capital firms, law firms, multinationals, conglomerates, and pharmaceutical, oil and gas companies; confidentiality agreements prevent particularising further. Whatever the level of threat you or your organisation faces, the aim is the same: to materially reduce the risk to your privacy, and to say so honestly when a sweep is not the right answer.

Digital forensics, eDiscovery and expert evidence are delivered through the sister practice, D3Forensics Limited (Hong Kong, BR No. 53603590), under the DDD Method — Detect, Document, Demonstrate: examination on verified copies, every step recorded, findings a court can test. It matters to a TSCM client because a sweep sometimes finds something, and the question quickly becomes what a device captured, where it was reporting, and whether any of it will stand up. Where a matter needs opinion evidence, reports are prepared in line with the Rules of the High Court (Order 38) and the Code of Conduct for Expert Witnesses, with the expert’s overriding duty to the court paramount; no contingency or success fees are taken, because expert evidence must be independent of the outcome of proceedings. Every contact leaves a trace.

One practitioner, two disciplines

The two practices answer one concern held for three decades: what is said and stored in private should stay that way — and when it has not, the evidence should stand up. Credentials, professional forums and matter histories are provided to instructing counsel and clients under confidentiality rather than published here; that is a deliberate practice, not an omission.
